Throughout 2025, the Kentucky General Assembly has convened to consider over 1000 bills that have been filed between the House and Senate. Among those are several proposals that focus on oral health in the Commonwealth. Kentucky Oral Health Coalition (KOHC) has been busy tracking these bills and assessing the impact for individuals, families, and providers across the state.
HB 223 – Rep. Derek Lewis
- Expands the allowable practice setting for Public Health Registered Dental Hygienists (PHRDHs) to include Federally Qualified Health Centers (FQHCs)
- Status: Passed House, assigned to the Senate Licensing and Occupations committee
HB 449 – Rep. Chris Freeland
- Expands the allowable practice setting for Public Health Registered Dental Hygienists (PHRDHs) to include programs run by in-state colleges and universities
- Status: Passed House committee, awaiting vote on the House floor
HB 16 – Rep. Mark Hart
- Allows local governing bodies of water systems to opt out of water fluoridation
- Status: Passed House, assigned to the Senate Health Services committee
SB 180 – Sen. Lindsey Tichenor
- Allows local governing bodies of water systems to opt out of water fluoridation
- Status: No movement yet, assigned to the Senate Health Services Committee
